Kylie Shuffstall, 11, of Meadville, was named Lil’ Miss Keystone State Rodeo 2023 on Nov. 19, 2022 at the Pennsylvania Farm Show Complex in Harrisburg, Pa. It is her second time holding the Lil' Miss Keystone State Rodeo title.

Last year, Shuffstall held the title of Lil' Miss Keystone State Rodeo 2022. During the year she traveled thousands of miles making appearances not only in the state of Pennsylvania, but also across the nation. She regularly appeared at Sundance Arena in Fredonia, Pa. where she carried the American flag on horseback during the National Anthem. Two of her favorite appearances were the Cherry Blossom Parade in Washington, D.C. and the Wrangler National Finals Rodeo (NFR) in Las Vegas, Nev.
